Can you verify for us what ISA 2000 server/feature packs have been installed?
your performance monitoring is messed up.
rather than googling for the "socks" files specifically, google for:
open procedure isa server failed performance data
and you will find links like this one that may help you:

probably what will help you the most is this link fro the M&M ladies (www.smallbizserver.net) -- where they tell you how to disable the offending perf counter(s) that are erroring:

Hi we have a SBS 2000 server, which is giving this error ever few sec's in
the event viewer.
"The Open Procedure for service "SocksFlt" in DLL "C:\Program
Files\Microsoft ISA Server\socksprf.DLL" failed. Performance data for this
service will not be available. Status code returned is data DWORD 0"
can anyone point me in the direction as to how i can stop this.
