Cannot FTP upload to website

Hello.
SBS2003, SP1, ISA2004.
Does anybody know why i can't upload files form a workstation on the SBS2003
domain to a remote website using ftp?
I have used several ftp programs, different isp's and different
workstations.
I unchecked the "Read Only" flag when in Configures FTP protocol policy for
SBS Internet Access Rule, SBS FTP Outbound Access Rule and SBS FTP Server
Access Rule.
I checked "Use Passive FTP (for firewall and DSL modem compatibility)" in
Internet Options.
Here is the error i get when i try it using IE 6.0.

An error occurred copying a file to the FTP Server. Make sure you have
permission to put files on the server.
Details: 200 Type set to I.
227 Entering Passive Mode (209,67,188,8,8,145).
550 Access is denied.

OK

I do not have a problem when i use a computer that is directly connected to
the internet.
I also tried stopping the Microsoft ISA Services, but then i could not get
to the internet.
Any help would be gratefully appreciated.
