Two SBS 2003 servers on Same Network

I walked into a potential clients office for a standard audit and found that
they are running and have been for some time TWO SBS 2003 boxes. The systems
are on two different ip ranges and connected VIA two Net-gear VPN appliances
over a t-1 to cable connection. One server is in Atlanta and the other is in
Orlando. I was not able to check fully of the installed apps on the server in
ORL but I'm sure the one in ATL have all the add-ons apps (Exchange,
Sharepoint). The OS both report Windows 2003 for Small Business Server. Both
are in the Domain Controllers OU.
Can anyone please help shed some light on this situation how this is still
working and how it was possible in the first place. I have tried in our
test-lab to reduplicate without any success.
Your opinion is much appreciated.
