440 Error - web access to outlook/Exchange

I have reviewed all the postings I could find and cannot resolve my issue.
When I go to the exchange folder for my domain /exchange, I get a 440 Login
Timeout error, still.
I have reinstalled the wizard, created another virtual directory as stated
in one posting about creating a non-secure front end and all to no avail.
HOWEVER it is possible (hate to say it) that the IUSR_user has been removed -
physically - from one of the group policies. That hurts but is truth. sorry
but we just dont know for sure.
We can attach to Exchange from outlook. We can get into the "company" web
site but even from that connection when we go to outlook we get the 440
error. From the outlook client we have no issues.
We have two nics - one for external one for internal and running linksys
router (with firewall). We forward all ports we think we need to the internal
nic network address.
Neither connecting to the web inbox from a browser or using activesync on
handhelds connects anymore.
PLEASE help. we are struggling here as to what to do.
You know, I really am beginning to really like the restore points more and
more in XP.......
