How to set up a power user to have permission to install his-need software on his workstation?

Due to a small business, I have to setup an account for the Vice President.
However, my job is to help Chairman lock the server infomation not to reveal
confidential info containing in the server.
I need to give the right to VP, and let him can handle his desktop, but he
cannot have a permission to enter the sbs 2003 server.
Could anyone help sovle this problem?
