under "Cause" are two alternatives:
1.: On the server, the registry setting for the number of licenses for
MSExchangeIS is set to an incorrect value.NOTE: If you determine that the
registry is incorrectly set, call Microsoft Technical Support for assistance.

2. upgrade Outlook 98 to 2000 as licensed free from Microsoft while
upgrading from SBS 4.0 to 4.5.

The latter has been done by us.

This means that we have to contact Customer support, I did this, and here in
the Netherlands they confirm it. but they can't support anymore...
