As it's an Oracle Authorisation Issue an Oracle newsgroup would be the
place to ask that question.
Try comp.databases.oracle, or comp.databases.oracle.server. Alternately,
if the Apache install ( in conjunction with your Oracle install) has
hijacked the IE settings the Apache newsgroups would be the place to
post.
Folks there would be more familiar with what bits are set where.
Just out of curiosity, as your Running Oracle and Apache 'I'm assuming
that your looking to host a public website / Web enabled Data App. So
why host it on the SBServer which by definition is the Domain Controller
instead of on a member Server in a DMZ ? From a security standpoint your
decision makes no sense.
