SBS 2003 Faxing Problem

    Outgoing Faxing quit suddenly. Receiving faxes fine.
    When sending fax, modem starts to dial and then goes off
    hook after 3 to 5 digits are sent. I diagnossed with
    phone service provider, they can see the call initiate
    and then go off hook. This is only happening in sbs
    faxing. If I create a separate dial up connection I can
    connect and authenticate without problem.
    I deleted and recreated the fax printer, stopped and
    restarted the fax service, even deleted and reinstalled
    modems. Still, outgoing fails with "no answer" and times
    out on retries. Any help would be greatly appreciated
