So other server services run fine when the internet is slow? (ie: server
file shares are normal, login speed is normal)
(I ask this because our server is still experiencing a problem where it will
slow down every few days and require a reboot)

Is surfing from the server OK?

How are the clients internet connections settings setup? - using Proxy 2.0
at 10.0.0.2 port 80 (in this mode the web proxy service is used)

Maybe remove the proxy settings from one client (ie: just turn off proxy and
go direct to the LAN) and see if it helps. This will force IE to use
winsock proxy (note this will only work if the client has the proxy client
software installed).

Check the status of the proxy server. If the winsock method works faster
then check the web proxy service - clear its cache, logs, etc.
