On 19 January 2004, Microsoft released The Microsoft® Baseline Security
Analyzer (MBSA) 1.2 to the public. This tool was posted to the Download
Center on 19 January 2004.
The Microsoft® Baseline Security Analyzer (MBSA) is a tool that allows
users to scan one or more Windows®-based computers for common security
misconfigurations.
Microsoft has published information, that details the tool and instructs

If your time service is disabled....
When you run CEICW, you need to select Broardband->a Direct broadband
connection instead of a local router device if you want to have Windows
Time service enable. For a router, it might be using ISDN or a modem.
To prevent dial-on-demand router from constantly dialing for time
updates, it is considered as a non-fulltime scenario during CEICW.
