You are correct that the newsgroups are for providing help to those who
express a need, but the part you don't get is that they are expressly for
the free exchange of ideas, not for soliciting business. To restate that,
they are not an advertising forum.
You offered to take the OP's money in exchange for a "map". If you really
want to help, make a sample map available on your web site in the Excel and
Access tips, or whatever it's called that has been "Coming Soon" for several
years now. Post a link to a free example of something or other that you
have done, and people will have the chance to see the rest of the web site,
assuming that you one day have something there worth showing.
In my relatively short time in this group I have provided quite a bit of
help on a range of problems. I have explained things with care, and have
stuck with threads in which the OP wandered off in all directions. If you
want to be critical of somebody for not helping, look somewhere else. The
others you mention have provided no end of free help, including for me, but
they like so many others are out of patience with your huckstering.
I had no ready suggestions on the OPs particular problem, but the OP and any
number of others can see by the responses to your trolling for business that
you are not the answer.

If you have an immediate need to get your exam database done quickly
since school has started or about to start, I can work with you to
design the table structure of your exam database. I have done this for
numerous customers. My fee is very reasonable. I provide a map of the
tables that shows all the tables in the database, all the fields in each
table, all the relationships between the tables and the type of
relationship for each relationship. The tables are arranged on the map
generally as the flow of information in the database. I
create a map of the tables for every database I do. The map visually
shows what forms and subforms are needed for data entry, shows what
special forms and subforms can be created for dispaying data in the
database and shows what reports and subreports can be created from the
data in the database.

I need to develop an exam data base with questions, categorized into
different areas, such as difficulty, state standard, skill level etc -
including in some cases mulitple choice answers with correct answer
indicated. I have the tables for the different categories for each
questions
-what I can't seem to to get right are the tables for the questions -
