Debt Collection Database

My company has asked me to create a "Debt Collection"
database that can track debt, payments & send reminder
msgs to managers about who they need to contact on that
day.

I'm a basic Access user; can Access do this? Is there a
package that already does this (I don't want to reinvent
the wheel)?
