Cannot create system.mdw

Hello,

I am trying to install Access 97 on a Windows 2000 Server
machine. The installer ran fine until the very end where
it gave me an error stating that it could not create
c:\winnt\system32\system.mdw. The installer recommended
that I reboot the machine and then run the Workgroup
Administrator program to create the file. I have rebooted
the machine and tried running the Workgoup Administrator
program to no avail. When I try to create the file using
the Workgroup Administrator it gives me an error
stating "An error has occured at changing workgroup
database". I can't seem to find any information on this
error. Any help you can provide would be greatly
appreciated.
