Here's some more info.

I copied a system.mdw file from another computer. I was
able to Join that system. I can now open and create
databases. I am still unable to create a new .mdw. I get
the same error as before. Here it is exactly as I see it:

Workgroup Administrator couldn't create the workgroup
information file. Make sure that you have specified a
valid path and file name, that you have adequate
permissions to create the file, and that you have enough
disk space on the destination drive. (-3100)

When I click OK, another window pops up saying: An error
has occured while changing workgroup database.

Hope this helps.
