As Doug said, the network rights are EXACTLY the problem. For Access to
work as intended, all users should have Create, Modify, and Delete rights as
well *to the directory* where the BE sits. If a user cannot create the LDB,
Access believes it is opened exclusively.
If it worked before, but stopped suddenly, this can usually be traced back
to some zealous network administrator that says "Hey, they don't need to
delete or modify files in this directory." and set the permissions
accordingly.
