If you have made a secure workgroup file your default then that will not change
just because you remove security from a file (so yes).
One other complication that I forgot to mention is that I have other
2003 database that I am not updating to 2007. Will I also need to
grant full permissions to the Users group for these databases?
If you don't want then to have security any more then yes.
