Thanks Rick. Do I also need to tell Access not to seek out the workgroup
information file?

One other complication that I forgot to mention is that I have other 2003
database that I am not updating to 2007. Will I also need to grant full
permissions to the Users group for these databases?

Open Access using your secure workgroup and log in as someone with
administrative permissions, then open your file.

Grant FULL permissions to the default group 'Users' to the database object and
all other objects.

Now the file should be able to be opened with any workgroup file.
