I was setting up ULS on an Access file, and received the following error
message after completing the setup.

"Error 'An unexpected error occurred while creating the workgroup file.':
The wizard can't complete successfully."

Any idea what the problem is?

Rule 1: Don't use the wizard, it does stuff without telling you and you
gain no appreciation of what's involved in setting up security, therefore
you can't trouble-shoot. The only way to set up security with any level of
confidence is to do it manually. Here's the sting - there's a steep
learning curve involved so you'll need to read a lot (starting with the FAQ,
link on my web site), be patient and be ready to make mistakes and ask more
questions here.
