I'm not sure what to suggest for you here.

Re. the message "You do not have the necessary permissions to use the
<name> object. Have your system administrator or the person who created
this object establish the appropriate permissions for you."

- If the database HAS NOT been secured: that message should not appear.
It's nothing to do with the macro security level. The macro security
level affects other messages that were added by Access 2003. Those are
all along the lines of, "This database contains macros or VBA code &
will therefore set your house on fire. Click ok to void your insurance
and cause a tornado."

- If the database HAS been secured, someone must have joined all
relevant PCs to the relevant workgroup information file, otherwise they
wouldn't have been able to open the secured database by double-clicking
it; - OR, the database was not secured correctly, thus allowing anyone
to open it by double-clicking it. In either case, I can't see why the
message in question would suddenly start appearing - when it did not
appear before - unless someone has altered the workgroup file, or used
the workgroup administrator program or function to select a different
workgroup file.

I think the next step in trying to solve this, would be to determine
whether the database is or is not meant to be secured, & whether
someone has or has not recently used the workgroup adminmistrator
program or function.

If the user in question has already tried changing the macro security
level - without having any real idea what that does - she might have
fiddled with the workgroup administrator?
