The ADH book has a function called adhSetDbCreate that will deny specified users/groups to create
new databases. Before locking everything down really tight I deny all groups and the "semi-admin"
user to do this in my distributed MDW file. That way even if a savvy Access user manually joins the
distributed workgroup file they will not be able to create a new database and link/import to the BE
tables. I do, however, also deny all permissions to the tables as Joan mentioned.
