Can Not Secure a A2000 Database

I have a A2000 database on the server which I can secure if I open
from my PC with or without the shortcut, but any other user can open
the database with full authority using their default mdw file.

I have re-re-re done the Security steps from the Microsoft FAQ, a
couple of books and still can not get a sucure database. I have even
gotten others involved and we went through the steps, step by step and
even that does not seem to work.

The Admin user
- has a password,
- doesn't own the database,
- doesn't own any object in it,
- doesn't have any permissions to any object, including the database.
- doesn't belong to Admins group,
- doesn't belong to any other group except Users which also owns
nothing and has no permissions whatsoever.

I can not get the User Security Wizard to complete when building a new
mdw file. It gives the error "An Unexpected Error occured while
creating the workgroup file. The wizard can't complete successfully."
and ends.

To create the mdw file I have used the wrkgadm.exe. I then used it to
join the workgroup, then applied the security manually.

How do I secure the database?
