access locking problem

the problem only appears to occur when 1 person is logged
into the db. It locks everyone else out. The ldb file is
getting deleted when that person logs out it is just not
allowing multiple connections.
the startup shared option is selected and everyone has the
correct rights to the drive. They were working along fine
and then it just quit.
