Hold down the Shift key before you start drawing the line, and keep it down until finished.
If you prefer, you can use the Properties box to set the Height of the line to zero (or the Width property if the line is vertical.)

This is going to make me sound very stupid I am sure, but is there an easy
way to draw a STRAIGHT line when editing a reports design? Every time I try
to instert a line, it comes out crooked. This is driving me crazy! I have
tried to deal with it, but I will have no hair left if I don't find a
solution!
