I work for an NGO based in Africa. We are using Access 2003 to
perform data entry and we are manually synchronizing three replica
databases, since we don't have access to a network or internet
connection.

Up until recently, the synchronization was working fine. But
recently, it suddenly stopped synchronizing the data. When we
perform the synchronization, it says that the synchronization is
completed, but when we review the data, it's obvious that the data
has not been synchronized.

If anyone can help me troubleshoot this problem, I would greatly
appreciate the assistance.

The key here is that you don't have a network or Internet
connections. That means you are carrying copies of the replicas
between the computers. That's bad, for the reasons outlined here (no
word-wrap -- all on one line):

Once data has been edited in a replica, it has to be synchronized in
place. If you can carry a laptop into an office and connect via LAN,
then you're safe. But other than that, there's no simple way to do
it that won't eventually break in precisely the way you describe.
