Replicate to MS Access via the Internet

Can I use SQL Server’s inbuilt replication to replicate between a SQL Server
database and a number of MS Access 97, 2000 and 2002 databases over the
internet? I need to replicate in both directions and Jet 4.0 is installed on
the client computers. Are there any solutions that will do this for me, or
do I have to write a web service and the replication code myself? (The web
server supports ASP.NET and hence I can easily write a web service in VB.NET
or C#.)
We have a SQL Server database on a web server and a number of clients that
use Access to store their data locally. The clients modify their local
database and the system administrator occasionally updates the SQL Server
database. The clients will on a weekly basis (or as required) replicate
their changes to the SQL Server database and also replicate the changes in
the SQL Server database to their local databases. The clients all have
unique data sets.
I have found contradictory information on the newsgroups about using SQL
Servers inbuilt replication technology. Some say that it will achieve what I
want, others say that it won’t work. Also some suggest that replication is
quite complex and can be flaky.
