I tried with Jet4 SP6 and SP8, the same behaviour...

Did you ever try to start internetsync a second time direct after this
error?
This works fine for me. Everytime i open the database, the very first synch
fails and all other work until i re-open the db again.

Yes, it seems that access only *thinks* it would fail and even does not try
to synch anyway....

Try to install and use the replication manager4 on the client, too.
Internetsynchs via replman.exe never failed for me.
On the same computer synchs via DAO, JRO or trigeminal-synch40.dll fails
everytime.

I have no idea how to explain this strange behaviour.
