Replication Manager & No Permissions

Here is the facts and the problems. I have set up a
Access DB, currently their are 9 members in the replica
set and the design master. The DM is located on a 2000
server domain controller. The replica set members are all
stored in shared network folders. After designing and
deploying the Database it was time to implement
Replication Manager. The problem I have found is that
when I try to add the Access database to the managed set
in RepMan I receive a "no permissions error, please
contact the network administrator" from the RepMan
program. I checked permissions on the shared folders and
have "authenticated users" set to full permissions. The
database does have logins for the individual users, but
does not have the general database password set.
The first part of my questions is does any one have an
idea of what I have done incorrectly? Is the permissions
error coming from the Network Security or the Database or
the Secure .mdw file? I have read through all the VBS
code and did not find any mention of a username/password
option for the replication process.
I ran a couple of test that are worth noting. I set the
administrator workgroup back to default and tried to add
an earlier copy of the database (one with out security on
it)to the RepMan managed set. I received the same error
on permissions. One last test I ran was setting up a
secured copy of the database and 3 replicas set members on
a XP workgroup. When I did this I was able to join the
replicate set to the RepMan managed set. After that I
realized I am at a completely lose with RepMan. I have
looked all over for documentation and have only found
general advice but nothing that covers problems of this
sort. I would really appreciate it if some one had a link
to a "best practices" file covering Replication Manager?
Any Help or advice will be greatly appreciated.
On a final tib-bit I do have access to a 2000 MSDN Office
developer's kit. The answers I'm looking for might be
right under my nose, but when i browsed the cds I was
unable to find any in-dept documentation covering the
Replication manager.
