HTML Navigation Bar Buttons - some display that don't work

I've created an HTML page w/o the wizard. The navigation bar displays,
First, Next, Last and Previous buttons display and work. All other buttons
are set to True in the Properties box but no others work (they are all
'gray'). What is causing this and how do I fix
.
