I've gotten street lists from city or county property-tax offices; these may
be in one of the mapping software programs such as GIS Shapefiles, but these
files are actually based on dBase format files which can be read by Access.

The taxing authority may well charge you for the data (Ada County in Idaho
charged $200 if I recall correctly) and impose restrictions ("not for use as a
mailing list, see Idaho Code 9-348").
