Not unless those fonts are in the public domain or you own
distribution rights to them. Giving away copies of a font
is the same as providing pirated software.

This issue can be a serious problem because the sets of
fonts that are included in Windows can be different in each
version. Windows tries to help by choosing the "closest"
matching font when the font you used is not available on a
user's system, but the results are often less than
satisfactory. Some tools (e.g.. Word) have a feature where
you can embed the fonts you used in a distributed document,
but that is a far cry from installing a font on a user's
sytem.

My view on this quandry is to either use the most basic
fonts (e.g. Times Roman or Arial) or to make your users
responsible for obtaining whatever exotic fonts your
application requires (not very practical).
