I found a fix at Microsoft. See:
http://support.microsoft.com/kb/829072/
But it requires mucking around the system registry. I wonder why they
don't allow security management for hyperlinks at the application
level.

You access this through Tools, Macros, Security
Now, even if you do that and the database is on a network, it is possible
the network security could have a higher setting that what you select in
Access. The network security will override what is set in Access.
