Help Workshop is a free Microsoft tool for creating files in WinHelp
(.hlp) format. You can download a copy from here:

However, have you considered delivering your help content in HTML Help
(.chm) format? This has more or less superseded WinHelp as the
standard for Windows desktop applications.
