You should be able to fix it in A2003. At worst, you could uninstall Office 2003, and take the service patches to SP2 only. However, all my databases work with SP3, so it should be possible.
If you had to choose between A2007 and XP, my recommendation would be XP at this time. Until MS releases SP1 for A2007, it's too unstable. Details:

Allen,
Yes, I am using Access 2003 with SP3. I believe the trouble started when I upgraded from Access XP. I could upgrade to Access 2007: would that fix the problem? Or, should I revert to Access XP?

And did you recently install Service Pack 3 for Office 2003?
(Help | About will give you version and SP info.)
There are known problems with this service pack, including blank columns in the combo if you have anything in the Format property of the field in your table. We have half a dozen SP3 bugs listed at the top of this page:

If that's not the case, post back with info about your version, and the properties of the combo.

I have a combo box in a form. It used to work fine for years but started misbehaving recently. When I scroll through entries in the form, the contents of the combo box are ok but I can not use the form to create a new entry. When I open the combo box to select an entry, a list opens in the box but it is empty i.e. it contains blanks.
Any suggestions?
Steven
