forms/lines/ fields HELP!!

I really need some help. I am trying to create a document that will allow
people to go on the net and either print it, to be filled in by hand, or to
fill in the blanks. Now I understand how to use the drop down list and the
text fields. What my problem is, is that I have to use the drawing toolbar
to draw lines, for the handwritten items. When I place a text field over it,
then lock the document, to test it the line moves. This is not good, so how
do I fix this.
