Record toolbar in forms ?

Hi,
This is probably a stupid question but if you go the Northwind database, and
open
some of forms, they display a little toolbar at the bottom which allow you
to navigate
through the records that are displayed elsewhere in the form.. I can't find
out what this
toolbar is called, and how you select if this is displayed or not from the
help.
What is this toolbar called ? How do you decide if this toolbar to be
displayed ?
