restricting a user to the switchboard

what is the most efficient way to restrict the user from
only being able to use the switchboard and not have the
ability to double click any of the objects??

i would think this is a pretty basic functionality and
should not involve any VBasic programming.

so far, i've setup accounts, modified permissions, and
ran the user level security wizard
