I don't think your problem is with Access, but with the text file you're
trying to export to. The message indicates that some other program has it
locked so you can't overwrite it (which is what the export from Access will
do). I know that Excel locks files in this way. Alternatively, it could be
that the file is marked as Read Only - you can check this through the file
properties through Windows Explorer...
