runtime plus program uninstall

When I try to uninstall my "program" in settings, control panel, add/remove
programs after deleting the package on the computer where I installed it, I
get an error message something like that I cannot find the ....msi file so
do I understand it correctly a user can never delete this package or will
otherwise not be able to uninstall OR can I change the settings when setting
up the package so this problem will not occur? (in case a user "cleans up"
the install package)
