My understanding is that you can distribute nothing that is not explicitly
part of the Access runtime except for libraries where you specifically own
distribution rights from the supplying party whether that be Microsoft or a
third party.

The help file for the ODE for Access 97 has a specific listing of the files
that you CAN distribute legally and all of them come as part of the
Access/ODE installation. None of the the other Office libraries are
included in this list. I assume that the newer versions of Access are the
same in this regard.

This is the reason I always thought it was silly that they changed the name
from "Access Developer" to "Office Developer" since no part of Office
outside of Access is distributable except the chart engine.
