I don't see why he has an issue, he has the app he's just asking about
implementation procedure. If he decides necessary, the Runtime can be
installed from his
distribution CD as a separate step from it's own Setup (folder).

"Distribute" seems an unclear term. It's an act (the developer to the
end-user), not a means (CD), IMHO. This is not a legal opinion.

I think the point here, and the EULA reasonably explicitly states, is that it
be destined/"for the purposes"/ to run his app. He is required "to not permit
further distribution", though how the hell MS could enforce that I've no idea.

What Ian has described, seems to me technical implementation issues, since he
has said the end-use will be his app.

What is unclear, is that the "poor guy" (Sorry Ian!) may imagine PDW can be
set up to provide trouble-free remote distribution. It can't be
(trouble-free). The end-user would need to take some extra action not covered
by the PDW, whatever procedure he chooses for his circumstances as I read it.
