You are confusing the versions of the mdb file version and the Access
executable.

If the Access 2000 executable was already installed on the Win 98 machine,
that is 100% true. Win 98 can use Access 2000, no argument (and once you
save an Access 2003 file in Access 2000 format it *is* an Access 2000 file.)
It also has nothing to do with what you asked in your OP, which asked about
Runtime installations.

If the Access 2000 (or 2002/XP) executable was NOT installed on the Win 98
machine and you tried to install an Access Runtime package prepared with
Office 2003 ADE, it would not work. The VSTO ADE packages the Access 2003
executable for installation, and that can't be installed on Win98.

To create an Access Runtime package that would install/work on Win 98 you
would need Office 2002/XP Developers Edition, or earlier, in order to
install a version of Access that Win 98 can support.

Then you would need to make sure your .mdb file format was compatable with
that executable (which it sounds like you have already taken care of).
