You are not "Running" the mdb file. You are running MSAccess.exe and it is
opening the MDB file. The version of MSAccess.exe that would be installed
by the 2003 developer's tools will not run on Win98 because it will be the
MSAccess.exe for Access 2003.

Yes, it would be the developer's tools for Office 2002, 2000 or 97, none of
which are still avalible for sale unless you can find someone with a copy on
the internet.
