Language Cache error with Runtime Package

    When triying to create a package with the package wizard
    in Dev Ext. I come accross the following error. When
    asked to input the install language I choose English. It
    then asks "Would you like to chache the English install
    files now?" I click yes however I then get a dialog box
    asking for the Setup.exe. I navigate to the cd and choose
    the setup but it will not install. It gives the
    error: "D:\\Files\accrt\accessrt.msi could not be copied
    to c:\document and settings\username\application
    Data\Microsoft \Access\ADE11\Cache\1033\accessrt.msi."

    I have checked all the permissions etc and still cannot
    get the files cached.

    Can anyone please advise a solution.
