    Unfortunately, none of the Office 2003 products will run on Windows 98 or
    Windows ME. The minimum system is Windows 2000 with Service Pack 3 (SP3),
    Windows XP, or later. See

    If you need to make an Access runtime that will work on Win 98 or ME, your
    going to have to try and find someone with used or old software and get a
    copy of Office XP Developer. That was the last version of Office that would
    work on Win 98 and ME. See
