If you don't have a MOD license, distributing copies of the Runtime files is
no different than making copies of the Retail files: Illegal. The fact that
the files may be downloadable is immaterial.
Using the runtime files, unless provided by a MOD licensee, is also piracy
since they were illegally obtained.
Whether you chose to put your clients or company in that position is
entirely up to you, Daniel Kurtz. :-)
