Hi Jim,
As far as why it won't install, looks like this might be the culprit:

As far as the packaging error, that's a common vb/vba error that says that a
component can't be found or a library is not registered. You might try
reinstalling office and office dev, and also try launching access and
anything else that you might be using (word, excel), in the packaging
process, as they may do some registration on initial startup.
