Access 2000/XP package will not install with 2003 Runtime

I have a Access 2000 package that I created with my ODE kit a couple of
years ago. Since then I have "upgraded" the users to have the 2003 runtime.
I now have a fresh computer that did not have the 2000 runtime on it so it
is a fresh install of the 2003 runtime. The problem is that my package that
I created in ODE 2000 says that it needs to have Access 2000 or the runtime
installed first.

Is there a way to get the 2000 package to install or acknowledge the 2003
runtime? If not, is there a 2003 version of the "Package and Deployment
Wizard and where is it?"
