Correct. As I stated, I installed the Visual Studio Tools for Office after
installing Office 2003 professional (full install including the interop
stuff).

According to another post, the Visual Studio Tools for Office (from MSDN) do
NOT include the Access Developer Extensions unless you have an MSDN Universal
subscription. Apparently the ADE are not included in VSTO if you have an
Enterprise or Professional subscription so I think that's my problem.
