2000 Runtime not recognized by deployment?

I have an Access 2000 Runtime application that has been setup on more than
1000 machines but, my installation doesn't recognize that Runtime is
installed on this one Windows XP machine.

My deployment installation says that "This application requires Access 2000
Runtime..." and after installing and restarting the machine, comes up with
the same thing. I have removed my application's cab file and all.

What can I do to resolve this?
