Assuming you're looking for the royalty-free run-time version of Access 2003
that you can package together with your application so that users without
Access can use it, what you need is:
- Microsoft Access 2003
- Visual Studio Tools for Office 2003 (which includes the Access 2003
Developer Extensions)
The ADE is the product that gives you the license to deploy the 2003 runtime
components and you have to have Access 2003 installed in order to install
the ADE.
I believe VSTO comes with MSDN Universal, but not other levels of MSDN.
For Access 2002, you need Office XP Professional.
